Who Needs a Boating License in Pennsylvania

In Pennsylvania, boater-education requirements depend on the type of vessel and operator age. Anyone born on or after January 1, 1982 who operates a motorboat over 25 horsepower must possess a Boating Safety Education Certificate. Additionally, all personal watercraft (PWC) operators are required to hold this certificate regardless of birth date. The certificate is issued by the Pennsylvania Fish and Boat Commission and remains valid for life.

Age restrictions apply to both vessel types. No one 11 years old or younger may operate a motorboat over 25 horsepower. For PWC operation, the effective minimum age is 12, though operators aged 12 to 15 are prohibited from carrying passengers 15 or younger, and no one under 16 may operate a rented PWC. Pennsylvania recognizes boating safety certificates issued by other states. Boaters should verify current requirements with the Pennsylvania Fish and Boat Commission, as regulations may change.
