Boating License Requirements in Pennsylvania
Pennsylvania requires boating education on a partial basis. The Pennsylvania Fish and Boat Commission (PFBC) mandates a Boating Safety Education Certificate for operators of motorboats over 25 horsepower who were born on or after January 1, 1982, and for all personal watercraft (PWC) operators regardless of age. The certificate is issued by the PFBC and remains valid for life. Reciprocal credentials from other states are accepted.
Operating restrictions apply based on age and vessel type. No one 11 years old or younger may operate a motorboat over 25 horsepower. PWC operators must be at least 12 years old; those between 12 and 15 cannot carry passengers 15 or younger, and no one under 16 may operate a rented PWC.
