Who Needs a Boating License in Massachusetts

Massachusetts requires boaters to complete a boater-education course and carry a valid Massachusetts Boater Safety Certificate when operating certain vessels. The requirement is phasing in under the Hanson-Milone Act based on birth year. Those born after January 1, 1989 must obtain the certificate by April 1, 2026; those born on or before January 1, 1989 have until April 1, 2028. The certificate is valid for life and must come from an MEP-approved or NASBLA-accredited course.

Minimum operating ages vary by vessel type. Motorboat operators must be at least 12 years old; those under 12 may operate only under direct supervision of a competent person aged 18 or older. Personal watercraft (PWC) operators must be at least 16 years old with no exceptions. Massachusetts recognizes boater-education credentials from other states.
